Alberta Barley
Under the Alberta Barley Plan Regulation, buyers purchasing Alberta-grown barley must deduct the check-off from the producer’s payment at the grain dealer and remit the funds to Alberta Barley. The check-off for barley is collected and remitted at a rate of $1.20 per metric tonne. This mandatory refundable check-off applies to every type of barley sold in the province of Alberta including feed, malt, food and other purpose barley.
All barley check-offs are deducted from payment to the farmer and remitted to Alberta Barley to invest in its program areas including research, market development, policy and government relations, extension and communications.
Producers may request a refund of their check-off. The refund request must be made within six months from the end of the month of the deduction, and Alberta Barley must refund check-off dollars within 120 days of the request.
Check-off Management
Alberta Barley’s financial department’s core function is to ensure sound financial planning, developing and executing processes in place for Alberta Barley’s fiscal success. With a strong due diligence process, the finance department oversees check-off dollars and evaluates the best return on investment. Accountability and transparency maintain our finance department to the highest standard.
Governance and Finance Committee
Our governance and finance committee – comprised of management staff and Alberta Barley directors and delegates – develop financial goals to ensure success through measurable strategies and objectives. The committee focuses on the areas of financial planning, budgeting, governance planning, advocacy and risk management to ensure check-off funds are spent responsibly on behalf of Alberta barley farmers.
The Alberta Wheat and Barley Commissions’ shared finance team continues to manage the financial portfolios for the commissions, GrainsWest, Barley Council of Canada and AgSafe Alberta. Managing these portfolios eliminates duplication of work and allows for further cost-savings and efficiencies with Alberta wheat and barley growers’ check-off dollars.
Regulations under Marketing Council
Agriculture commissions operating in Alberta are governed by the Marketing of Agricultural Products Act and Regulations. These regulations define the governance model specific to each commission and include items such as membership, regional representation, the board of directors, nomination and election processes, meetings, mandate, check-offs, etc.
